Text Box: Since 1993, TriCore personnel have managed hundreds of LUST sites for major oil and transportation companies and have obtained regulatory closure for many LUST incidents.

TriCore provides innovative techniques which expedite/reduce costs of the assessment and case closure of LUST sites.  Innovative techniques employed by TriCore to reduce costs include:

 

 

Risk Based Corrective Action (RBCA)

To determine the most appropriate/cost-effective strategy for case closure TriCore’s staff is highly experienced in the RBCA process.

RBCA is a process that utilizes principals of toxicology, exposure assessment, and fate and transport modeling to make corrective action decisions on sites that are both cost-effective and protective of human health and environment.

Many states have adopted a RBCA approach in an effort to control their costs and resources.  The U.S. Environmental Protection Agency has encouraged the use of the RBCA process in State LUST programs.  The process is described in the American Standard Guide for Testing and Materials (ASTM) (1739-95) for Risk Based Corrective Action applied at Petroleum Release Sites.

The technical basis for the risk assessment methods used in the RBCA standard are currently applied to a large number of facilities.

TriCore personnel utilizes RBCA principals with State agencies to achieve the following “closures”:

·      Regulatory closure of essentially all site activities.

·      Monitoring only, eliminates remedial systems with application state approved alternatives to reduce costs.

·      No Further Action, a negotiated solution which eliminates monitoring program.

 

Interfacing with IEPA & OSFM

Through our years of managing LUST incidents for clients in Illinois, TriCore Personnel have developed a strong understanding of the state and federal regulations pertaining to LUST sites.  Evidence of this experience lies in our strong track record of achieving closures of LUST incidents for our clients.  In the process, we have also developed a strong reputation as a competent and effective environmental consultant that is highly respected by Project Managers at the Illinois Environmental Protection Agency (IEPA) and the Office of the State Fire Marshal (OSFM).  These agencies recognize that TriCore has the experience and resources to solve complex environmental problems associated with LUST sites.  We have used that experience and reputation to successfully negotiate with regulators resolutions to non-typical problems that occasionally surface on LUST projects.

TriCore has an extensive experience with all aspects of the State of Illinois reimbursement program.  TriCore will finance reimbursable site investigation, corrective action and regulatory reporting and will seek reimbursement for these services through the state LUST fund.  TriCore has prepared, reviewed and professionally certified hundreds of reimbursement packages for major oil clients and individual property owners.
